Electrical puzzle - no voltage at the kick panel but reverse lights work.

So I stared working on the wires to add the back up camera to my son's 07. Since I did it on my 06 already, I am familiar with the wiring on those years.
On my 06, there is a blue/brown wire at the kick panel by the hood release for the reverse signal. I tapped into it on my 06 to activate the camera and it works just fine.

I tried to do same thing on the 07, found the same wire, put the car in R to test it and there is no voltage. The back up lights are lit so the voltage is going there.
I pulled my Ford wiring diagrams for 06 (must be same for 07), and I see that the BL/BR splits into 2 to feed both sides. I pulled down left tail light and found the BL/BR wire and of course it has 12 v there. But where is it coming from ? It needs to come thru the bundle in the front.
Any takes on explaining that ?
