Engine revs high between shifts (manual trans)

Has anyone ever experienced this? The engine revs to about 1800 - 2000 rpm between shifts.

It also idles about 1500 while moving, when in neutral or when the clutch is depressed. It settles down to normal ~750 once stopped.

Any thoughts would be appreciated.

Very strange. Any codes? I would check the idle air control, make sure its working properly.
