External differential part?

I recently purchased a '94 Explorer D4 rearend to put under my '50 F-1 project. Attached to the front off to one side is a ????, it is fastened with 3 small bolts on a flat area. The thing has a round collar on the other end, with what looks like a piece of rubber cylinder bolted into it. It had nothing connected to it and just looked like it was there taking up space.

Can someone tell me what this is, what does it do, and do I need it for it's new life on a F-1?
 






It's safe to remove. It's a weight Ford added after some complaints of a vibration.
