Faulty Gas Gauge

I'm looking at purchasing a 2000 Ranger with the 3.0 V6. One issue that is glaring at me is that the gas gauge doesn't work properly.

The current owner has told me that he has recently replaced the pump and sending unit and the instrument cluster in an attempt to fix the problem, but it still persists. The gauge is usually stuck in the "Full" position, but may sometimes fall to the 3/4 mark.

If the fuel pump and float/sending unit has been replaced, as well as the instrument cluster, what else could be causing the gauge to not read accurately?

Also, the instrument cluster that he replaced it with was a used one, and now the mileage reads approximately twice what he claims is accurate.

Any ideas on this issue? I'd really like to know before I make a decision. I can make the repair myself, but I was just curious as to if any of you have seen this happen before.
