Do the fog lights on 1997 explorer have an adjustment screw? How do you adjust the height?

there should be a height adjustment screw in the center of the bottom of the light where it attaches to the mounting bracket. access from the rear. i haven't looked at an Explorer, but i happen to know that's how the Mountaineer fog light works. it's a good bet the Expl works the same way.

There is a small amount of addjustment, a 14mm nut IIRC. Soak it ahead of time if you have any rust. Also check the bracket, they do get bent sometimes, which throws it off a good bit.

Thanks, I'm going under it today to check it out.

On the 97 you have the square style fog light.

To adjust you loosen the 15mm (?) hex nut that holds the fog lamp and the housing will pivot.

That's right, it is a T shaped bolt...

But for up and down adjustment? I didn't see any other way except by hand. Is that the way to do it?

Yes, by hand...no trunnions on a '97.
