Ford Ranger Shackle Bolts (removal)

I searched and read some of the other threads about removing shackle bolts. Most of them covered cutting and pressing them out. If you are familiar with the assembly of the 93 ranger shackle, where it mounts to the frame bracket, the bolt head is on the OUTSIDE, the nut is inside near the frame, has anyone had any luck on removing these? if so how? The bolts are rusted enough that I feel I will need to drill them out, as they are rusted to the bracket. Any tips or ideas on this? Need to fix it soon as the bracket is resting on the leaf spring. I am going to replace all 4 of my leaf brackets in two weeks, but I think I need to address this immediately. Any help appreciated.

...have you tried spraying them down with deep creep or pb blaster???? i know you probably are beyond being able to soak the bolts being in the rust belt but at least here is a bump till some locals answer...:D
