Front Hooks-2013 Sport

Can someone tell me what the purpose of the two hooks are that are nicely welded to the front cross member on my 2013 Sport? The attached link should take you to a photo of the one. The tow package air cooler partially blocks the one hook. Are these used for tie downs while towing on a flat bed? Are these attachment points for a front bumper push guard (police explorer use these?)?

Also, where are the horns located? I looked all over and did not find them! Anybody replaced the horns yet?

They are the tie/chain down points for when you get the truck flatbedded or towed.

Not sure why you want to change the horns. I think they are just fine. A lot better than those soft sounding horns I replaced in my previous Highlander.
