So my Explorer was a dealer order and had the front license plate bracket option which means a factory install. The good news is that there are 3 relatively small 1/4" holes that are drilled clean. You really don't need to drill a larger hole for a large bumper plug.
I bought these hole plugs from Amazon:
MBPF-1/4" 0.25 inch Locking Black Plastic Body and Sheet Metal Hole Plug Qty 50 PDR Paintless Dent Repair
They are nice because the cap is only slightly larger than the hole and gently domed. Just spray paint them for a cheap DIY. The bottom one doesn't need paint. I used a little dab of silicone sealant to hold them in.
