Front washer pump not working...

I have a 99 Mercury Mountaineer and one day after work my front wiper pump quit pumping fluid. The rear works perfect. I figured since the rear worked fine, and the front quit working it was my multifunction column switch. I replaced that switch and it was the same thing. After that I disconnected the wiring harness to the pump and metered it. Not surprisingly, when I hit the rear switch it metered fine (12 volts). When I metered it for the front washer pump it only reads 1 volt. It seems to me since there is only one pump for both the front and the back that it works as a polarity switch so there must be some sort of relay that Im not aware of at work here. Could someone point me in the right direction? Not having a front washer pump in Minnesota in winter is not a good time.

If I'm not mistaken,the rear pump works off the wiper relay-the front pump works off the pump relay.

Just an update. It ended up being the "front washer relay" that is up near the front of the engine on the 4.0 liter.
