fuel going through vaccume lines into oil

there is fuel going through vaccume lines on the 4.0 liter on left side to the pvc and into my oil,it will not start unless i put the pedal to the floor board then it smokes and will not get over 1000 rpms. im stuck dont know which way to go can you help me with this thanx.

blown fuel pressure regulator.
