is my fuel mileage normal?

I am getting a registered 14.8 on the car computer, and the math at fill ups seems about right. Im am rarely if ever over 4K RPM's, and its probably 50/50 mixed city / highway. with my highway speeds varying between 55 and 75.

I honestly figured with that type of driving I would get closer to 17~18.

Well, depending on how you are driving, that should be about right. I know I get 18mpg pure highway. If I drive easy I might be able to get 19-20 highway. In city I usually get around 14.

It isn't more how often your revs get up high, but how heavy you are accelerating, even if the revs don't get up high. Also, how much you flux in speed while driving. Driving smooth is the key.

If you do think it is getting lower than it should be, make sure all maintenance is current, tires properly inflated, check filters, fluids, ect.
