Fuel pressure issues

So I got my '99 5.0 about two months ago. Ever since it has been giving me starting troubles...sometimes it takes a few cranks sometimes it starts right up. Didn't seem to be any pattern to it. Every time though, as soon as it does start, it doesn't give me any other issues...hasn't stuttered, hasn't died on me yet. Today I finally got a pressure guage and check what exactly was going on and these were my results:

0psi in the off position
6 cranks of the key into the on postion to finally get into the 60 psi range (each crank was worth about 10-15psi each of which wanted to drop immediately)
66psi after the engine turned over (stayed hard at 66 for a couple minutes even with acceleration)
0psi after 18 seconds of the engine being turned off

So I believe my issue to be the fuel pressure regulator...any confirmations or arguments to this? Thanks a lot for your input guys.
 






Perhaps moderators this thread would be more successful in the "under the hood" section?
