There really isn't a way to test them. The FPR can develop some very strange problems if they wear off center. I had strange problems that showed up on occasion for a year till I couldn't stand it anymore and bought a new FPR. Cut the old one open and found all the wear to one side on the seat.
 
























so if i can take take the vaccuum line off the FPR while it is running and there is no difference, is that a good indication that the FPR is bad?
No.

If you had a fuel pressure gauge on it, and removing the vacuum line didn't make a difference in the fuel pressure, that might say something.

As Opera House said, there are a few failure modes for the FPR that don't readily show up on a fuel pressure test, especially if they are intermittant or inconsistent. I would venture to say, though, that most failure modes of the FPR (if the FPR is really what's bad) will show up during a proper fuel pressure test.
