Fuel Problem

Ok so i have the 94 Limited model with the 4.0 Ohv engine. Im having a fuel issue i need help tracking down.
Vehicle is now starting to miss at idle, also vehicle will not start immediatley after shutting off. Sometimes Vehicle will start right after i shut it off then die again. It takes several times of this to get it going. Also sometimes i can hear the fuel pump running when key is not in the on position.
I DO have a Haynes repair manual. I have read up on the trouble symptoms of this, which lead to several things.
1. Fuel filter clogged
2. Fuel not reaching fuel rail.
3. Fuel level sending unit
4. Fuel pressure regulator.

I am begening to think this is my fuel filter causing my issue but not 100% sure.
Vehicle is 15 years old and i do not believe it has been replaced

Anyone ever had this issue with their explorer?
any help and advice would be great. Thank you
 












Fuel level sending unit failure should not effect how the vehicle runs. Mine is dead and runs just fine. Pump still works. Which is OBD-I code 96 by the way... if you can get a reader, it helps a lot. Got mine for free at a yard sale lol.
