Headlight Quit Working

I have a 1998 Ford Explore 5.0 AWD and both headlights quit working. If I hold the hi-beams on the hi-beams will work. I have changed the multifunction switch and still have the same issue. I was wondering if anyone has had this problem and what they did to fix it.

Inside fuse panel, fuse #4 is left headlamp, #8 is right headlamp.

I had an intermittent problem with the headlights not turning on with my 96. Replaced both the multifunction switch and the headlight switch. Seems OK now. Couldn't really troubleshoot it because the lights worked fine 99% of the time.
