heater fan only works on high

my heater fan on 95 explorer only works on high. any ideas?

there is a blower resister in the engine compartment on the passenger side. its close to the heater core right on the firewall.. its probably bad

Yep, blower motor resistor, I believe its in the fan motor housing. You can get to it behind the coolant/washer fluid resivoirs, pretty straightforward swap. (You have to get a new one)
