How to remove panel underneith Steering Wheel?

I have been trying to figure out how to remove the panel underneith the steering wheel so i can access some wires I need. I have a 2005 Ford Explorer.

This picture may help (ignore the red circles, I found it on google images. I am just pointing out that the panel is removed)

The gray plastic panel has 4 screws/bolts. They're on the bottom edge- one on either side, and two under the hood release handle (removed, it's in the middle, this is looking at the bottom)

The top of that plastic panel has pegs that slide into the dash. Unbolt and pull straight out...



The metal plate under it has gold bolts holding it on.
