So here's the finished write-up on removing the mounts that hold the running boards in place.
I know its TORX not Torax, thanks to snoranger and bigrondo for pointing out the mistake I made so I can make the correction!
So here's how its done.
Supplies needed:
Torx T40 bit
An explorer that has been out in the mud the day before
1/4" ratchet
7mm (let me double check later) socket
3/8" Driver ratchet
13mm socket
Combine the socket and torx t40 piece to create....
Here's the problem of why they wont come out....this little torx 40 screw.

Undo the torx screw until its loose and then it come right off.
And you're done!
The torx screw is up above that lip. Remember to release the parking brake before doing this.
I will try to get the passenger side off. I need to do some more research on it. I think the mounts on the passenger side will probably not come off, but I wanted this side off...

ATTENTION This was difficult for me. Because ford decided they'd stick some A/C compressor lines above the mounts So you all with rear air lines refer to this passenger side write up. For you lucky ones refer back to the driver side because I assume its got to be the same or close (for removal)
Well I trudged out into the cold to remove the passenger side mounts. Being sick made this worse, but I got bored This one is a little more difficult and you will scratch that crappy underside paint (I will be redoing mine anyway...). So here we go:
Supplies Needed:
3/8" Drive Ratchet
13mm Socket
Some sort of Hacksaw
Hammer
Wire Brush (if you have some rust like I did)
Remove the nuts. Leave one on to anchor the mount, I didn't leave the nuts on here, I wanted to see which way was best.
Cut Fairly close to the lip of the metal. As the arrows point, there are the scratches that may occur. If you are OCD about your paint this way isnt for you Do the same to the other bolt on the mount
After sawing both you should be able to push up on the bolts and it should slide out. Do realize there is a few rear air A/C lines running above this so you will have to turn the piece 90 degrees to remove it. Here's the mount after it has been taken out.
Now the most difficult one. This front mount. They move the line very close to the bottom of this. This is where your hammer will come in to play. You need to take the nail puller side and push down on the metal bending it enough to get your mount above the hole. This goes for the other bolt hole too. You will have to hit the mount gently with a hammer to knock it out. DO NOT HIT THE MOUNT WITH FULL FORCE. Cut as close as you can to the lip on this mount. You will flake some paint off (its on the underside), but just get a $3.00 bottle of touch up paint.
Well now you are finished
