HVAC air flow weak

I have a 2003 xlt with 89,000 miles on the clock. It has the usual issues, but one that has me puzzled. With the hvac fan on the low setting there is only a whisper of air flowing from the outlets. If I turn up the air speed the fan increases in sound but the air flow only increases slightly. Even at full blast the airflow is weak. It seems to strain to cool in the summer and heat in the winter. This happens with all settings( defrost, dash vents or floor vents).This car has a manually controlled hvac unit. There is no ticking sounds from debris or leaves, etc. caught in the ducting. I have only owned it for a few months. Is this normal air flow for this car? It does not seem to be equiped with a pollen filter. Any ideas how to correct this?
