HVAC Control Issue

Hello Everyone,

I appear to be having a not uncommon issue with my HVAC system (Manual Controls) where I have no control over what vents the air is blowing out. Whether I set it to floor, or dash vents, or just a/c the air comes out of ALL vents. It does not ever come out of just the defrost and floor vents like everyone else is describing. Also, acceleration does not have any affect on where the air is coming out of. I've looked everywhere for a vacuum leak and can't find any. Could it be the HVAC control panel in the dash? It's 100 degrees here and it takes forever to cool down when air is blowing out of all vents instead the dash ones! Any help would be awesome!
