I need help pulling OBD-II codes.

2000 XLT/1997 XLT
I have a 2000 XLT, and I bought a German Technology OBD2 - DTC Reader. I'm attaching to the port under the steering wheel, which I fear is now the dummy,"like me"!
In scanning through the search for protocol, it clears the list until it gets to ISO 9141, then goes straight to "Link Error". The engine won't start, and the lights come on at the puddle mirror, inside. If you can't help me, I'm going to take a stick of tnt and..................................!!!!
 






Again, I'm not at all familiar with the EEC-V/OBD-2 set up. If I had a no start condition, and I couldn't "talk" to the computer, probably one of the first things I'd check is if the PCM is getting power.
