My 06 EB does not have a flap either. Don't think there is supposed to be one.

My 04 XLT does not have a flap...doesnt look like it ever had one...

Its just the little shiat Ford needs to think of, like my interior door handles.

Oh you mean like the fact that the oil plug on the '03 Sport is 16mm and most tool sets skip 16mm and go every other size when the sockets get up that big. Don't get me started on the little stuff that Ford needs to think of.

There's no flap in my gashole, either ('07 EB 4.0). Seriously.
