inconsistant power steering strength

My 92 has 214K on it now, and the power steering stuff is all original as far as I know, so it could be going but here is my problem....

Sometimes my power steering has plenty of power, the wheel turns the tires very normally (easily). Other times the wheel is harder to turn, somewhat like driving a car with non-power steering....The only thing I can think of is that I think I remember my dad putting "Power Steering Fluid" in it one time instead of Type F ATF, which is what the manual said, and I don't know if that "PS Fluid" was right or not. Now I would think that the 2 would eventually mix and it would be consistantly bad or good, but maybe they didn't and when the wrong stuff (if it is wrong) goes through the pump its not working right.....I don't know, any ideas, or similar problems.
