Intake manifold valve?

Howdy folks: Forgive my ignorance here, but does anyone know what this part does is on an '06 4.6L 24V intake manifold? The part number is 9A474, which translates to vacuum tube or vacuum tube connector. It seems to be open if I apply air pressure or vacuum. Should it be like a pcv and only allow air or vacuum one way?

I checked my original Ford shop manuals from 2006, and the part number used to be "9A474 - Heated PVC fitting", so it's part of the PVC system.

It almost looks like this
