will the interior will the interior seats of a 99 go in a 93 Explorer and will a center console fit as well

Yes, almost positive. If for some reason the new feet don't match up to your floor perfectly, you can easily unbolt the new seats off their base and bolt them onto your old seat bases.

So I can just unbolt the seats from the mounts? What about the back seats can they be involved from the mounts?

I've never looked at the back seat mounts. Maybe not, because they don't need to slide. But take a look and see.
