After reading the TSB, it seems to me that "this service" should include diagnostics.

Perhaps I overlooked it, but are you getting a trouble light on, and a P0420 or P0430 code set?

If you are, then as stated in the PDF, the repair is at no cost. If you have already pulled those codes, you don't need a diagnostic to qualify. If you have not pulled the codes, then I am wondering what brought all this about, to try to get the cats replaced?

Yes, light is on with the P0420 code showing. The TSB mentioned that the proper repair is to replace the cats.

Sorry for the delayed response, I've been ill. Gotta love the flu.
