Is Vehicle Security System Required to Purchase Remote Access Start

I have a 2014 Ex Sport and was looking to purchase the remote access start using your phone. I was under the impression that people had it installed without the need to purchase ford's vehicle security system which is like $200. They tell me I can't install it without purchasing both for a total cost of like $700. Any info you guys can provide would be helpful, thanks.
