Key not returning to "run"

I have a 2002 explorer and when I turn the key to start it the spring feel is gone and it doesn't turn back to the run position without manually turning it back. Everything else works fine. I tried to pull the cylinder out but I am not sure how to remove the PATS to gain access to the hole in the cylinder. Can anyone shed some light on ow to remove this and what is causing the key to not return by itself?
