I'm using Satin Black for this. Looks fantastic, as new.
Parts were washed with Dawn, rinsed thoroughly, then acetone wiped. Three coats of Supermaxx on the part, no primer. Excellent adhesion.
Wiper arms were wire brushed to remove rust, then acetone wiped. No primer.
