Leaking Lower Intake Manifold

Hey my names Jordan an i got a 1999 SOHC explorer sport and it does not like to idle in the cold. I was reading about a recall for a leaking lower intake manifold. I think the recall is out of date by now so can anyone post a thread for maybe cleaning and replacing these o-rings? Any help is appreciated, thanks
