Low 4 wd problem

I have a 95 4X4 that will not go into low 4 wd. The auto 4 wd works, and I have removed the shift motor and found that the electric motor works fine and the plastic stop and all interior looks unused and like new. The plastic contact assembly is sealed and seems like it will be destroyed if attempted to be pried open. I rotated the shaft and it seemed normal. When shifting to low 4wd the electric motor does not activate(no noise). Any thoughts on where I go from here?
