low air flow from cabin vents

Have a perplexing question which can't seem to find answer. 2002 sport trac. blower motor is working and has been replaced 2 years ago. the resistor on blower is out and only air on high position. The issue is, though, the air from vents seems to decline randomly. Seems to happen after vehicle runs for awhile then air declines. don't notice with acceleration or deceleration. Seems random. appears no debris with blower motor as did visual under dash. blend door actuator working as goes from cold to hot. wondering if there is a vent actuator going bad. have not taken off the blower motor yet. wondering if maybe vacuum issue, as well. the air flow will become low with AC/heat/defrost. please help me find this gremlin. I really like this vehicle and want to keep it. Thank you!
