low tps reference voltage

I have a 94 xlt 4.0L
Is missing badly and cuts out when thottle depressed.

I ran the koeo diagnostic test and got a code 53 return.

Per Haynes, I disconnected the connector from the tps sensor and did my multi-meter voltage tests.

With the key on (not running) testing the reference(brn/wht) and ground (gray/wht) connectors I recieved 3.77 volts not the expected 5.0 volts.

I then left the positive probe in the reference connector and touched the negative probe to the negative terminal at the battery, got 5.0 volts.

ran the same test with the neg. probe backprobing the gray/white wire at the pcm and pos. probe at tps reference connector and got 3.77 volts again.

Is this a bad pcm?

I'm having the same problem amoung other symptoms but literally after 3 or 4 months I haven't been able to fix the issue or find much relevant info. Literaly replaced virtually everything it could be except the wiring and the only reason I haven't done much of that is because I don't know the exact year and every diagram I research doesn't match. Beyond frustrating
