Moving stock bumper forward

I want ot move my stock front bumper forward about an inch. I thought i could just put spacers in between the bumper and mounts but the bolts aren't long enough.

I tried replacing the bolts with longer ones but I can't get them out.

Has anyone else done anything like this?

When he did it, he was able to just put spacers in.
I had a minor collision that pushed my bumper cover back about an inch so to even it out I already have spacers in. I want to fashion some kind of bracket that will keep the bumper at the same height but forward an inch or so. Any ideas?
