My 94 Explorer surges at various speeds

94 explorer 4.0L surges at various speeds. If you attempt to accelerate it seems to starve for fuel/air. Most times it slows down as you hit the gas pedal. Same symptoms if you hit the gas in park. Shut it down, wait a minute ,start it back up and it runs good for a few minutes. Checked the exhaust for blockages, checked the fuel system for air bubbles, changed the fuel filter and cleaned the MAF connections.

1st thing I'd probably do would be to put a fuel pressure gauge on it and see if the fuel pump is keeping up with engine demand.
