Negative Battery Cable Bolt Lock?

I'm replacing the negative battery cable on my 94 Explorer and, of course, some seemingly insignificant thing is holding me back from finishing the task.

I easily removed the bolt holding the negative ground cable to the block but I cannot get the bolt out of the bracket that clamps around the rest of the harness.

There is a very thin washer holding on to the bolt behind the bracket. It won't thread off the bolt and just spins with it no matter what I try to hold it with.

This is a mediocre picture of what I'm trying to explain:

Does anyone have any idea how to get this washer off the bolt? I've got a nice new negative cable and really don't want to cut and splice them together.
 






If it's the connector type I'm used to, I've always used a small flat head screw driver to bend it.
Others have used a hack saw.
 






I suppose I might be able to get a flat head in there. It's a tight fit though.

Looks like its got a Hex shape. Couldn't you try to hold that thin lock nut with a needle nose plier while you unscrew the bolt
