Neutral safety switch bypass

I have a 1999 ford explorer 4.0ohv. Starter is not getting power to the ignition on little line of the starter. Ignition switch and neutral safetyy switch, how do I bypass either one to find out what's causing the problem? Before dissembling and replacing both.

If your 1999 is like my 2000 Sport if you apply 12 volts to fuse 24 (7.5 amps) in the central junction box the starter motor should crank when either Park or Neutral is selected.

Fuse 24 is not blown but there is no power going to it. What now?

run a wire

If there is no power to Fuse 24 when the ignition switch is in start then the problem is with the ignition switch.
