If the bolt isnt already heat treated, then heat treating should help quite a bit. If the bolt is already heat treated but you still need greater performance out of it, you can kick it up another notch by cryogenic freezing. But the question is, which of the bolt warrants more strength?
Because at that point, you may just as well drill and tap for a larger bolt diameter (if its possible) since bolt strength is square function as you increase bolt radius.
