No headlights (not a LOM)

No highbeams, no low beams. just parking lights. my 96 explorer has no message center so it cant be the LOM, right? checked the fuses. haven't found a diagram showing which fuse it could be under the hood. Can someone help me?

changed the maxi, they worked briefly and now their not working again. the new maxi i got looks like its still good. so now what?
