No heat when stationary at idle

2005 XLT V6 4x4
So have 05 explorer 4.0L 4x4 also with rear ac/heat. Problem is no heat when not moving. The core gets HOT. While I was low on coolant, I topped it off and same issue. Lots of heat while driving, but come to a stop and starts to cool off . Seems like outside air is "pushing" through the heat core when moving, but when stopped no air is getting through the heat core, just recirc is like passing by the heat core. What is the issue? Is this blend door issue. If blend door issue - why do I get heat when moving?
 






On other item, I can turn down the heat using the heat knob while moving to lower the temp if too hot, so it seems that the blend door does move at least partially

Is it just forced air when moving? Is the blower actually working at all?

Blower is working fine.
