No start issue 2000 Ford XLT

This truck all of a sudden no start situation. Dash Lights come on. "Theft" light flashes. Battery is good, swapped out starter relay. same problem. Checked voltage at pin 85 of starter relay and only getting 3.85 Volts. This should be 12V right?

Any ideas? Should I jumper starter solenoid?

Got it working,just a bad connector on the transmission range selector..
