So on my 99' explorer, whenever I go over a small bump or speed bump (I notice it in my apartment complex or in parking lots going slow) I hear this "clunk clunk" noise coming from the front of the truck plus I can actually feel it in the steering wheel. The two things I can think of are

The upper ball joints. They were replaced 50k ago with "ebay special" ones from Canada

The whole rack and pinion going out (cha ching)

The inner/outter tie rod ends and lower ball joints are all new so I cannot think what else it might be. Any idears?

DING DING DING! You both win! Sure enough the passenger side sway bar link was missing the bottom bolt. NICE

Outstanding. You are the real winner - $20 part and you are back in business!
