OD Flashing kicking my butt! Help Please.

Ok here is what I have: 1995 Ford Explorer Limited Edition 4X4 V6 4.0

OD Light starts flashing when it tries to shift into second gear.
Speedodometer not working
Odometer Not working
Cruise Control not working.
No overdrive.
Very poor gas mileage.
I have checked every single fuse under hood and drivers side panel.

VSS Right! So i replaced VSS with a new one and still problem exsist.

I disconnected the sensor connector to check for a short. I unplugged the PCM/ECM connector. I found that I was getting continuity on both lines. I checked this by probing from the harness pin 3 and 6 to both wires coming from the VSS which showed continuity.

Pin 3 to one wire of the VSS continuity= yes
Pin 3 to other wire of the VSS continuity=yes
Pin 6 to one wire of the VSS continuity=yes
Pin 6 to the other wire of the VSS continuity=yes

Short in the wires right?

I cut the connector off the vss side and ran 2 new wires to pins 3 and 6 on the PCM/ECM harness.

Did it fix it? NOPE!

Could the PCM/ECM be bad? With the harness connected to the PCM/ECM I am getting continuity accross 3 and 6 of the PCM/ECM this is with the VSS connector disconnected. If i probe pin 3 to ground I get continuity as well as continuity from ground to pin 6.

Is 3 and 6 shorted in the PCM/ECM?

Any help would be greatly appreciated.
