Oil gauge and steering

Oil gauge is pointing straight down where the mileage is and when I turn off truck it points to the mph... do I need a new stepper motor?

Question 2, my steering is kinda tight to turn is that how the 04 are or is my ps pump going?
 






I only can answer question 2.
I would start with checking the power steering fluid color and level.
My powersteering is not tight at all. It might be that your pump is failing or bad. You can see how hard it is to steer if you try to steer before you turn the engine on (that is relatively hard without the x moving). If it is the same no matter if the engine is on/off then it should be your ps pump.
Thr rack and pinion can also cause problems.
