Old clamps left on hose

My heater control valve was replaced and I no longer have heat. It was replaced in the summer so i don't know if not having heat is just a coincidence or if it was caused by the way it was installed? I noticed the old compression style hose clamps were left on but slid down the hose because the person used new ones. It looks like the are clamping the hoses a bit and causing reduced flow. Could that cause me to have no heat or cause any other problems?
 






the clamps couldn't close off the hose enough to matter,
check the heater control valve, see if it is working, the vacuum line could be unhooked,
 






Just noticed this a few days ago. You can see a little metal rod on the side of the heater control. Turn the heater on and check it, and then turn it off and see if the rod stays in the same place. If it does, the valve isn't moving.

I should've taken a pic of it, it's hard to describe but it's simple when you see it
