P01131 problems

So I keep on getting the same code bank 1 sensor 1 low voltage replaced the pre cat passenger side o2 sensor twice wont idle steady when cold no throttle response below 3k rpm when I mash the gas it takes off after backfiring but as soon as I let off the gas it bogs down again its a 98 4.0 sohc

*also just threw p0133 bank one sensor one slow response? Wtf! Its brand new

You might want to take a look at this may not be just the O2
