P0405 code on 2004 4.0L

My 2004 was throwing a code (don't recall exactly which one) about insufficient EGR flow. I replaced the entire module (EGR, DPFE and vacuum regulator in one) and cleared the codes. I also cleaned the throttle body. Now I'm getting a P0405 code (low voltage on circuit A or something like that). Aside from the low probability of a bad-out-of-the-box EGR module, what else should I look at/for? There is no apparent damage to either the vacuum lines or the wiring harness.
 






Did you figure this out? I'm having the same issue with a 2006 Ford Explorer. Replaced the EGR valve and also cleaned the throttle body, but the P0405 code is back.

If I recall correctly, I replaced the new, off-brand valve with a Motorcraft. No issues since.
