Parking Brake barely working

I plan this weekend to inspect and or replace my rear brake pads. I have been looking here and everywhere else on the parking brake.

My parking brake when engaged goes to the floor and even then barely has an effect on the vehicle. Is there a way to adjust it to tighten it up? Bearing in mind if I find that the shoes are just fine.
