passing NY inspection

My 2001 explorer sp will not pass inspection because it keeps coming with EGR NOT READY. I reset the codes and got the cel to turn off and it has not come back on as of yet but the computer still says that the egr is not ready.
Why, if it is not ready does my cel stay off and how can i fix this to pass the inspection? Someone told me to drive it for 50 miles or so after i cleared the codes so i did that and the light is still off but the egr still says "not ready"
Anyhelp here would be greatly appreciated.

Here is a link that will describe the Ford drive cycle. This will tell you what you need to do to set the monitor on for the EGR system.

You need to understand that when the EGR monitor is finally turned on, if it detects a fault it will set a DTC and illuminate your CEL.
