Pcv valve wrap around pipe???

So i have a 01 explorer sport. Has the pcv valve that has the pipe wrapped around it. my question is what exactly is it for??? I plan on replacing alot of the vacuum lines soon and the T connector. I looked back for the pcv valve to notice that the previous owner plugged a new valve in but left the old one still wrapped by the pipe hanging there by itself. Is this a big concern that the pipe is not going around the pcv valve being used. Also can this be bought at Advance Auto or is this a dealer peice if i want a pcv valve with the pipe.

i think the pcv like those are coolant line heated pcv valve. im pretty sure u can get just the valve but its kind of a pain getting the line around the valve if i remember correctly.
